Tuner Monster:

Tuner monsters are needed for the Synchro summoning of Synchro
monsters. The Tuner monsters can be used as both ordinary and monsters
with effects, just as the Union and Spirit monsters. Most Tuner
monsters are from small lvl from 1 to 3.

Synchro Monsters:

Synchro Monsters:

Synchro
monsters are a new type of monsters which were used for the first time
in a deck in 2008. The color of their frame is white. Their place in
the game is in the Fusion Deck, or by the new rules, in the Extra Deck.
To summon a Synchro monster, there must be summoned a Tuner monster and
one or more ordinary monsters in the field, and they must be sent in
the graveyard. The sum of their LVL points must be equal to the LVL
points of the Synchro monster you want to summon.

Stardust Dragon

Once
per turn, you can Special Summon 1 Level 4 or lower monster from your
hand. If you activated this effect, you cannot enter your Battle Phase
this turn. Once per turn, you can destroy a Field Spell Card to gain
1000 Life Points, then add 1 Field Spell Card from your Deck to your
hand.
